Terrorism has become a worldwide phenomenon. Terror can strike anywhere. Terrorists are nameless and faceless, they may be so close to you that they are at arms reach and they may harm the entire city, state or nation at their will. India is probably the softest target for terrorists of different shades, characters and loyalty. They strike give permanent wound to our city and society. They are ISI supported Jehadis, Naxalites, North Eastern Insurgents, Regional/ Religious Extremists and so many other shades/ characters. And with every new terror strike, we find that all the tall claims made by various Government agencies are hollow. More then preparedness, it is lack of co-ordination among various government agencies, security agencies, defense arms, voluntary organizations.
Three years back, some leading doctors and legal experts came together to form National Counter Terrorism Trauma Centre (NCTTC) was formed. Dr. B.K.Goyal, Dr Sanjay Oak, Dr. N.S.Lad,, Dr M M Begani, Dr. Amresh Baliarsing were the leading light.
Though handling Trauma is only a part of counter terrorism planning and combat but it is also very important as it is saving precious human life. NCTTC has done two symposium in the past two years. This time the theme of symposium was 'Role of Public in Disaster management.'
Yesterday, Patang Rao Kadam, Minister for Rehabilitation, Jyant Kumar Banthia, Chief Secretary Maharshtra Government, Well known Cardiac Physician Dr. B.K.Goyal, Meera Kumar, Head of Trauma Sion Hospital, Dr.Nirmala Kannan, Head of Naval Hospital Ashwani and other eminent experts gathered at S.P.Jain Auditorium, Bombay Hospital to discuss various issues related to effective management of medical relief operations in the event of terror, disaster or any other such eventuality
in the national perspective.
Patang Rao Kadam in his opening address shared his concern about the terror threats before the nation and emphasized need of creating citizen awareness and active participation of voluntary organizations to supplement government efforts to counter such acts.
Dr. B.K. Goyal, eminent cardiac consultant and Director Bombay Hospital said that the first and the foremost responsibility of medical community in the event of terror act is to save life of the victims. He also shared his past experience as head of private hospital in such events that the doctors of such hospitals worked in operation theaters without winking their eyes for days together.
Jayant Banthia told that government is much better prepared now to handle terror situation as it geared up its counter terrorism machinery based on the past experience. He also acknowledged role of private hospitals in assisting government authorities in the event of terror acts. While he also accepted that there is a need for better coordination. He cited example of disputes on the responsibility in the event of train
accidents/ terror acts and making space available in the railway premises for ambulance vans. He also shared his pain that due to choking road traffic fast mobility of ambulances is a big challenge in city like Mumbai and need for a mechanism so that movement of victims to nearest hospital be faster.
Dr Nirmala Kannan's deliberation was very effective, she felt that clock work precision should be ensured in the terror relief operations, this can only be possible when civil, defense and other authorities work in tandem. There is also a need of regular dialogue between various agencies.
Sion Hospital has unique distinction of having trauma management related programmes and courses, in fact many people are not aware about that, Dr. Meera Kumar felt that more and more people should be trained in this area so that they may be able to help building trauma centres more effective.
Dr Ashok Gupta, one of the most prominent plastic surgeon in the country and been awarded highest honors in India and abroad, spoke on the occasion. He has also emphasized need for better coordination in the medical system to handle trauma patients. He is one who is fighting for introducing bill on making acid or chemical throwing on girls more serious offence. He shared that on many occasion plastic surgeon has to work on trauma patient for years to bring him back to normalcy.
Dr. Sanjay Begani has unique distinction of handing counter terror trauma operations as a general surgeon from last so many years. He shared his pain that many big hospitals are not having trauma experts and in the event of any casualty doctors from different streams and field treat the patient and no proper coordination is seen. There is a need to handle trauma patient by trauma experts and in fact they should decide that who are the other experts needed in relief and recovery.
I feel this kind of symposium should be taken very seriously by the top people sitting at centre and state government handling disaster management. Recommendations and suggestions coming out of these forums should be weighed and taken into consideration.
